Delegated Examining authority is an authority used to fill competitive civil service jobs through a competitive process open to all U.S. citizens, including current Federal employees. Appointments made by agencies through delegated examining authority are subject to civil service laws and regulations. This is to preserve and protect fair and open competition, foster recruitment from all segments of society, and selection on the basis of the applicants’ competencies or knowledge, skills, and abilities (KSAs) (see 5 U.S.C. § 2301(b)(1)). Merit Promotion authority is a federal hiring mechanism used to fill competitive service positions by selecting current or former federal employees with career tenure based on competitive merit, rather than opening the job to the general public. It ensures applicants are evaluated and ranked based on skills, experience, and performance, supporting a professional, transparent, and non-political civil service. Executives
The SES is comprised of the men and women charged with leading the Federal Government and producing results for the American people. The SES was designed to be a corps of executives selected for their leadership qualifications. Members of the SES serve in key positions just below the top Presidential appointees and are the major link between these appointees and the rest of the Federal workforce.
