Capital Purchase Program Results

Treasury is committed to operating its financial stability programs transparently. As part of this commitment, the Office of Financial Stability (OFS) has regularly collected and published information on the use of funds by banks receiving TARP investments and the lending activities of those institutions. These surveys and reports are designed to provide Congress and the taxpayers with the latest, most frequent, and most accessible information on how TARP investments are being used.

The Office of Financial Stability has published two main types of reports which detail activity by banks receiving TARP funds:

Capital Survey and Reports

Treasury has published two types of reports aimed at giving taxpayers an assessment of how banks are using the funds they received under the Capital Purchase Program (CPP) and the Community Development Capital Initiative (CDCI). These reports provide insight into the actions these institutions took, or were able to avoid taking, because of CPP or CDCI funding.

The Use of Capital Survey provides insight into the lending, financial intermediation, and capital building activities of all CPP or CDCI recipients. In this survey, you will find representative information of CPP and CDCI fund usage. The survey is published annually and contains information collected throughout each calendar year.

The Capital Purchase Program Report was a quarterly report on the status of financial institutions participating in the CPP. This report was published from the first quarter of 2009 until the fourth quarter of 2010. However, it is no longer produced. The information for these reports was obtained by an interagency group consisting of representatives from Treasury, the Federal Reserve Board of Governors, the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and the Office of Thrift Supervision. It used financial data from their balance sheets that these institutions were required to submit by regulation including assets, liabilities, equity, and other performance details. Although these reports are no longer produced, here you will find an archived list of every Capital Purchase Program Report that was published in 2009 and 2010.

Bank Lending Surveys:

Treasury launched monthly bank lending surveys as part of its commitment to Congress and the public to enhance communication and transparency about its financial stability programs. These two surveys are designed to provide current, more frequent and more accessible information on lending and other activities by banks that have received government investments.

In the Monthly Lending and Intermediation Snapshot, you will find quantitative information on three major categories of lending – consumer, commercial, and other activities – based on banks' internal reporting, as well as commentary to explain changes in lending levels for each category. In addition, the snapshot contains a qualitative section that provides market color on lending demand and credit standards to help interpret this data.

The CPP Monthly Lending Report includes all participants in the CPP and is published in addition to the Monthly Lending and Intermediation Snapshot. In this report, published monthly, you will find information on three data points from these banks: average outstanding balances of consumer loans, average outstanding balances of commercial loans, and the total number of loans from all CPP participants.
