ECM Overview

Enterprise Content Management (ECM) is collectively a strategy, an architectural framework, and a set of tools and technologies designed to help customers improve content management, document management, and intranet portals. ECM, as a product suite within Enterprise Business Solutions, is governed by the ECM Customer Advisory Board (CAB). The ECM CAB is comprised by senior business executives from each Bureau or office within the Department of Treasury.  

ECM provides Treasury-wide solutions to meet collaboration and other customer requirements and is designated as the preferred Treasury content/collaboration platform. ECM is based on Microsoft SharePoint and offers both Platform as a Service (PaaS) and Software as a Service (SaaS) solutions. Many services offered within ECM are scalable and anticipated to be available to Federal entities across the public sector through the Treasury Shared Service Division.

ECM Services 

MyTreasury

MyTreasury is the main Intranet Portal for Treasury and is hosted on ECM. MyTreasury provides News, Services, Program Information and navigation to the Collaboration Sites through a single point of entry to all Treasury resources. MyTreasury runs off of "controlled" content.  

Features Include:

  • Housing of all published information from a trusted, authoritative source within Treasury.
  • Content is in a voice and language familiar to all of Treasury and promotes a common corporate culture. 
  • Employee manuals, benefits, policies, news, and training information available online
  • Ability to communicate “live” with all of Treasury for important or emergency updates
  • Built-in version control

 

Bureau Specific Intranet

A Bureau Specific Intranet is an Intranet site hosted by ECM that is customized to the requesting organization to provide the desired design and user experience. The Bureau Specific Intranet site can inherit features from Treasury’s Intranet site, MyTreasury, such as News, Services, Program Information, can use web parts available in SharePoint, or have custom web parts. 

Features Include:

SharePoint Collaboration

Treasury Wide collaboration through SharePoint’s Collaboration Sites, or “Site Collections” is intended to be highly fluid, with dynamic sites owned and controlled by the respective Office and/or Bureau. Web based sites are used to share documents and information across Treasury.

  • Content is in a voice and use jargon that is perhaps only familiar to that working group.

Clearance Tracker Application

The Clearance Tracker (CT) application is a Treasury-wide solution that provides a centralized platform to organize the various business processes and support the fulfillment of submitting materials that require executive review and signature for clearance. The primary function of the CT system is to serve as a case or tracking system for executive communications that require Treasury personnel input serving as approvers and subject matter experts.

  • Keyword, Case ID, and records from legacy system (e.g. TACT) search capability

eCase Application

Electronic Case (eCase) Management System is a case management system using the ECM platform to provide a secure and centralized location for storing all electronic documents, activities and metadata associated with a wide variety of cases. The common functionality of eCase provides an 80% solution for all Bureaus in collaborating and managing their own cases.

eCASE S&D Application

Electronic Case Suspension and Debarment (eCase S&D) Management System is a case management system using the ECM platform to provide a secure and centralized location for storing all electronic documents, activities and metadata associated with a wide variety of debarment cases. The common functionality of eCase provides an 80% solution for all Bureaus in collaborating and managing their debarment cases. 

Features Include:

  • Establishes document libraries for storing all related documents/files

goFOIA Application

The goFOIA application is an integrated set of three components: FOIA Citizen Web Portal, Public Records Tracker, goFOIA Manager. Within the goFOIA Manager Treasury personnel can work on the FOIA case in a document management solution to compile and store response material for the FOIA case.

  • Ability to suspend goFOIA requests for a specified period of time

Bureau Specific Application Hosting

A Bureau Specific Application is an application developed by the ECM Customer but hosted on the ECM platform. The ECM Application team maintains control of the deployments while the ECM Customer maintains control of the application itself. 

Features include:

  • Hosted in Treasury’s cloud
  • Administration, hardware, and storage managed by ECM
  • Access to ECM’s System Administrators and Subject Matter Experts
  • Access to ECM’s Third-party tools

 

Records Center Tool

The Records Center tool is an integrated records management solution compliant with all Treasury and Federal Records Management policies. 

Features Include:

  • Ability to apply retentions for all Treasury information stored on the ECM Platform.
  • Allows end-users to store and organize their information according to business process, then apply the appropriate retentions behind the scenes without impacting end-user usability.
  • Helps reduce storage space on both the file share and on the ECM Platform (through the application of retentions)
  • Legally compliant electronic records management solution.

 

Integrated Apportionment Tracker (IAT) Application

Integrated Apportionment Tracker (IAT) provides budget offices the ability to electronically drawdown and manage apportionment funds from OMB’s MAX system.

  • Integration with OMB Validate/Submit services
  • Workflow for approvals via OPB Analyst and Budget Execution group
  • Repository for all apportionment requests

 

TFIMS Application

Treasury FISMA Inventory System (TFIMS) provides robust functionality to collect and manage data required by the Federal Information Security Management Act (FISMA).

  • Search by keyword and other parameters

 

Contract Management Services

Contract Management Services provide acquisition and program support for the procurement of IT professional services for ECM initiatives. ECM offers a variety of flexible IT support and development contracts that are designed to expedite the acquisition process. 

Features include:

  • Contracting Officer Representative (COR)
  • Development of Performance Work Statement/Statement of Work (PWS/SOW)
  • Development of all procurement related documents
  • Project monitoring, vendor management and quality assurance 
  • Utilization of current ECM vehicles or establishment of a new contract vehicle

 

Project Management Services

Project Management Services provide a Project Manager for ECM implementation efforts. During implementation, ECM provides biweekly status monitoring of all project milestones, risks, and budget goals, describing the overall status of each in a dashboard report. Post-implementation, ECM coordinates any monitoring activities with the ECM Customer.

  • Coordination of project activities with the Customer and development team
  • Implementation of Agile Project Management (PM) and Scrum methodologies into the end-to-end PM process

 

eComplaints Application

The Electronic Complaints (E-Complaints) Application allows practitioners to place each case document in a file, in an electronic format and to generate a complete file packet in the Adobe portable document format (PDF).

Project/Portfolio Management Tool

EBS offers a portfolio management tool, designed to enable organizations to manage all enterprise programs/projects in one location.

  • Ability to manage resource allocation and project tracking
  • Allows project managers to track and organize data 
  • Integrates project scheduling with enterprise portfolio management 
  • Enbles complex cost tracking associated with resource and project management 

 

Franchise Fund Application

The Franchise Fund application is a repository to maintain budgetary and funding information for Treasury’s Shared Services Division. 

Features Include: 

  • Centralized place for all SSD documentation within Treasury
  • Increases productivity and efficiency in the use of resources by providing centralized services

 

The Treasury Computer Security Incident Response Center (TCSIRC)

The Treasury Computer Security Incident Response Center (TCSIRC) is a function of the Treasury Government Security Operations Center (GSOC).  The TCSIRC Incident Reporting Portal was developed for the purpose of tracking Departmental cyber security related incidents 

Features Include: 

  • Fully electronic centralize location for all TCSIRC submitted incidents 
  • All incidents are automatically reported to United States Computer Emergency Readiness Team (US-CERT), within the Department of Homeland Security (DHS). 
  • Supports automated incident reporting directly from Bureau tracking systems.

 

The Automated Transaction Management (ATAMS) solution

The Automated Transaction Management (ATAMS) solution, hosted within the Treasury ECM environment, supports the mission of Treasury Executive Office of Asset Forfeiture (TEOAF) to administer the Treasury Forfeiture Fund (TFF).

eDiscovery Application

Ringtail and NUIX application hosted on the ECM platform used to facilitate the eDiscovery process. For eDiscovery, Treasury personnel must identify, collect, process, review, analyze, and redact (as appropriate) the discoverable materials for production to third parties in court, pursuant to requests under the Freedom of Information Act (FOIA), Congressional Inquiries, investigations, and related matters.  

Features Include:

  • Intake and process of collected Electronically Stored Information (ESI)

Mobile Briefing Book Application

The Mobile Briefing Book is an iPad application, supported by an administrative capability that synchs PDF documents to a user’s tablet device in a custom organizational hierarchy and allows for secure and portable document reviews. 

Features Include:

  • Allows support personnel to create an organization hierarchy for documents and synch documents to the end-user’s device.
  • Allows users to highlight, annotate and comment within documents.
  • Operates on secure VPN connection.

 

Ethics Tracker Application

The Ethics Tracker application serves as a robust platform to track OGE 278, OGE 450 filing and other key data points.
