    1. In section A above, the aggregated data for all foreign residents show foreign holdings of (1) U.S. Treasury bills (lines 5,10,15,35), (2) Other short-term securities and CDs (lines 6,11,16,36), (3) short-term U.S. agency securities (line 37), and (4) negotiable CDs (line 38).
    2. In section B above, the country data show holdings by foreign residents of (1) U.S. Treasury bills (column 9), (2) Other short-term securities (column 10), and negotiable CDs (column 11).
       
  2. Data-Series Breaks and Other Changes:
    1. 2003 February. Changes beginning with data as of February 2003.
    2. 2008-2009: Effective with the data release on September 16, 2009, a number of institutions were reclassified in the TIC system as bank holding companies. These data reporters are now included in the monthly bank-reported statistics above and are no longer reporting only quarterly as nonbanks. This change in reporter classification affects data going back to October 2008.
    3. 2013 December. Beginning with data as-of December 2013, the TIC reports underlying the monthly banking statistics on this webpage were redefined to include all financial firms. At the same time, the TIC report underlying the quarterly nonbank statistics was redefined to include only nonfinancial firms. To reflect the changes in coverage, the banking statistics were renamed the financial firm reported statistics, effective with the release on February 18, 2014, and the nonbank statistics were renamed the nonfinancial statistics, effective with the March 18, 2014 release.
      -- Effective with the monthly release of February 18, 2014, the reporting panel for the U.S. Financial Firms’ statistics on this webpage was increased to include nonbank financial firms that previously reported with  nonbanks, beginning with the data as-of December 2013.
      -- Effective with the monthly release on August 15, 2014, the reporting panel for the U.S. Financial Firms’ statistics has been further expanded to include additional financial firms, beginning with the data as-of December 2013.
    4. (9-19-2018) 2018 June. Improved reporting of collateralized loan obligations (CLOs). In the press release of August 15, 2018, the data on line 26 (“Other Negotiable Securities and Selected Other Liabilities”) showed a jump in June 2018. The main reason for the jump was improved reporting of collateralized loan obligations (CLOs). Accordingly, data for line 26 and for its components lines 27 and 28 before June 2018 are not comparable to data going forward. In the press release of September 18, 2018, line 26 again was revised upwards for June 2018, due to additional CLO revisions received with the July 2018 TIC data.
