Describe policy: The Digital Government and Innovation at Treasury (DiGIT) Working Group is responsible for implementation of Digital Government Strategy and Project Open Data. This group has representative from Treasury Bureaus and Departmental Offices. Office of the CIO at the Department works with Bureaus and Offices to:

  • Expand, Enrich and Open datasets.
  • Manage customer feedback to improve existing or establish new content/data services.
  • Govern implementation of Open Data Policy and Digital Government Strategy.

Furthermore, through the Treasury-wide and Departmental Offices Investment Review Boards, Treasury will ensure legacy systems and new systems meet the Open Data requirements.

In addition, work is underway at IRS and the Bureau of the Census to develop additional migration statistics that take advantage of improved data that have recently become available. The Census Bureau annually obtains file extracts of Form 1040 return data from the Internal Revenue Service (IRS) for use in its statistical programs. Describe Implementation:

The General Services Administration (GSA) held a User Kickoff Meeting on June 27, 2013, to discuss use of the newly awarded Federal Strategic Sourcing Initiative (FSSI) contract vehicles and published the GSA FSSI User Guide on February 14, 2014. Treasury continues to work closely with GSA to determine the most effective and cost efficient strategy for Department-wide use of the FSSI awards and anticipates transition to the FSSI contracts in early FY 2015, consistent with expiration of current contract performance periods. On final determination of our transition strategy, Office of the Procurement Executive (OPE) will issue related formal procurement policy; it remains the Department’s intent to use the GSA FSSI contract vehicles provided they offer the anticipated value. OPE has collaborated with Bureau Chief Procurement Officers (BCPOs) and with the Office of the Chief Information Officer to facilitate the appropriate internal analysis and planning. In the interim, Treasury has continued its focus on leveraging existing internal contracts for wireless services to provide the greatest value for current services.

7.1.1. Customer engagement approach

Treasury Offices and Bureaus have implemented website metrics collection tools. These tools will help in tracking content usage by mobile and other devices. Simultaneously, customer satisfaction data (through Foresee Results) will assist Treasury in identifying services demanded by our customers - both external and internal. Treasury is actively working on projects to facilitate the consumption of Treasury content through mobile devices.

IRS2Go in English and Spanish were released by the 2013 tax filing season from the IRS and satisfy the mobile content goals listed in the Federal Digital Government Strategy (DGS).

Subsequently, public websites OCC.gov and TTB.gov were optimized for mobile devices. The data collected from the web metrics collection tools are used by these sites to prioritize content.

Service Name: Treasury Mobile Tour
Service Description: With thousands of visitors visiting Washington on a daily basis, inevitably a stop on Pennsylvania Avenue is in order. Yet, the avenue’s key landmarks, the Treasury building, White House and Eisenhower Executive Office building are weekday working office buildings and have limited or no public tours. To make the Treasury building’s rich history and architectural grandeur available to the general public, the Curator’s Office and the Office of the Chief Information Officer (OCIO) have developed a mobile web application that provides a tour of the Treasury building. The virtual tour has images of the building’s interior and exterior with an accompanying text on Treasury’s history. The individual sites are located on an image of the building’s footprint, making for easy navigation through the four elevations and interior spaces.
