Privacy Directives

Treasury Directives are documents signed by the appropriate senior Treasury officials that:
  • may further delegate authority from the most senior officials to other Treasury officials; and
  • provide processes for implementing legal obligations and Departmental policy objectives. 

THe privacy act of 1974, as amended

 
This Directive assigns to particular Treasury managers, employees and programs the duties and responsibilities for implementing the Privacy Act of 1974, including Office of Management and Budget Privacy Act implementation rules and regulations. The Privacy Act of 1974, as amended, governs how federal agencies collect, maintain, use, and disseminate personally identifiable information.

The Treasury Data Integrity Board

 
This Directive establishes a Department of the Treasury Data Integrity Board pursuant to the Computer Matching and Privacy Protection Act of 1988 (Pub. L.100-503).   It also sets forth the policy and procedures to be implemented by the Board.

Privacy and civil liberties Impact Assessment (PclIA)

 
This Directive states policy and assigns responsibilities for implementing the privacy provisions of the E-Government Act of 2002. The purpose of the E-Government Act of 2002 is to ensure sufficient protections for the privacy of personal information of the public as the Department implements citizen-centered electronic government, and authorizes Treasury Department Publication 25-07, “Privacy Impact Assessment Manual.”

safeguarding against and responding to the breach of personally identifiable information

 
This department wide Directive implements OMB requirements governing the safeguarding of personally identifiable information (PII) and the rules Treasury personnel must follow when identifying and responding to a breach of PII.

Privacy and Civil Liberties Activities Pursuant to Section 803 of the Implementing Recommendations of the 9/11 Commission Act of 2007, P.L. 110-53.

 
This Directive establishes the policy of the Department of the Treasury with respect to the activities of Chief Privacy and Civil Liberties Officer as directed by Section 803 of the Implementing Recommendations of the 9/11 Commission Act of 2007, P.L. 110-53.  This Directive also authorizes, at the discretion of the Chief Privacy and Civil Liberties Officer, the issuance of a handbook or other guidance to implement this policy.

Information Sharing Environment (ISE) Privacy and Civil Liberties Policy

 
 

This Directive establishes a privacy and civil liberties policy to guide the Department of the Treasury in its participation in the Information Sharing Environment (ISE).  As an ISE participant, Treasury is required to comply with the Guidelines to Ensure that the Information Privacy and Other Legal Rights of Americans are Protected in the Development and Use of the Information Sharing Environment (the ISE Privacy Guidelines).  The ISE Privacy Guidelines require that each participating agency "develop and implement a written ISE privacy [and civil liberties] protection policy that sets forth the mechanisms, policies, and procedures its personnel will follow in implementing [the ISE Privacy]  Guidelines." This Directive also authorizes the issuance of Treasury Directive Publication 25-10, Information Sharing Environment (ISE) and Civil Liberties Policy: Implementation Plan.
