SUBJECT: Department of the Treasury Acquisition Regulation and Department of the Treasury Acquisition Procedures

1. PURPOSE. This directive authorizes the establishment of the Department of the Treasury Acquisition Regulation (DTAR) and the Department of the Treasury Acquisition Procedures (DTAP).
2. SCOPE. This Directive applies to all bureaus, offices, and organizations in the Department of the Treasury, including the Offices of Inspectors General within the Department. The provisions of this directive shall not be construed to interfere with or impede the authorities or independence of the Department’s Inspectors General.
3. POLICY. In accordance with Treasury Directive (TD) 12-11, “Authorities of the Senior Procurement Executive,” the Senior Procurement Executive (SPE) is responsible for prescribing and publishing Department-wide procurement policies, regulations, and procedures. Accordingly, the DTAR and DTAP provide uniform policies and general procedures to be used by Bureaus when contracting for supplies and services.
   1. The DTAR supplements the Federal Acquisition Regulation (FAR) by establishing uniform policies for all acquisition activities throughout the Department of the Treasury, except for the United States Mint.
   2. The DTAP establishes internal Treasury acquisition policies and procedures for all acquisition activities in the Department of Treasury. If there is any conflict between the codified DTAR and the language reproduced in the DTAP, the codified DTAR governs or takes precedence. If there is any conflict between the codified DTAR or the DTAP with language in the FAR, the FAR governs or takes precedence.
   3. Any reference to TD 76-01 shall be deemed to include this directive, the DTAR, and the DTAP.
4. COPIES OF REGULATION AND PROCEDURES. The DTAR, the DTAP, and any amendments may be obtained from the Office of the Procurement Executive. Electronic copies of the DTAR, DTAP, and any other Treasury procurement policies and procedures can be found at ECFR.gov and Treasury.gov.
