2022 Federal Employee Viewpoint Survey Results

1. INTERPRETATION OF RESULTS:

The Federal Employee Viewpoint Survey (FEVS) offers unique insights into federal employees’ perceptions of employee satisfaction, engagement, and workforce management. Treasury values its employees and respects workplace perceptions. The results of the FEVS are analyzed for patterns and themes that help us identify Treasury’s strengths and challenges and are used to guide improvement efforts.

The 2022 core survey included 89 items that measured federal employees’ perceptions about how effectively agencies manage their workforce. The 2022 survey also contained ten items specific to the impact of the pandemic on the Federal workforce, eighteen demographic items, and eight Agency Specific Indicators. The survey included seven topic areas:

  • Personal Work Experiences
  • Work Unit
  • Agency
  • Supervisor/Team Leader
  • Leadership
  • Satisfaction
  • Diversity, Equity, Inclusion, Accessibility (DEIA)
  • Demographics

 

The 2022 FEVS is the first survey to include a new DEIA Index, as well as four associated sub-indices. These new sub-indices measure:

Diversity: The practice of including the many communities, identities, races, ethnicities, backgrounds, abilities, cultures, and beliefs of the American people, including underserved communities. (Source: Executive Order (EO) 14035)

Equity: The consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment. (Source: EO 14035)

Inclusion: The recognition, appreciation, and use of the talents and skills of employees of all backgrounds. (Source: EO 14035)


Accessibility: The design, construction, development, and maintenance of facilities, information and communication technology, programs, and services so that all people, including people with disabilities, can fully and independently use them.  (Source: EO 14035) 

Treasury achieved a result of 73% in the combined DEIA index. This exceeds the overall Government- wide and Very Large Agency DEIA scores (69%) by 3%. Treasury’s results for the DEIA sub-indices are:

Diversity: 76%, exceeding both Government-wide and Very Large Agency results (70%) by 6%.

Equity: 72%, exceeding both Government-wide (65%) and Very Large Agency results (64%)

Inclusion: 78%, exceeding both Government-wide (75%) and Very Large Agency results (74%)

Accessibility: 68%, exceeding both Government-wide (67%) and Very Large Agency Results (66%)

The key message of Treasury’s 2022 FEVS is stability. The slight drops seen in some of the individual 2022 FEVS results reflect the on-going impact of the pandemic on the Federal workforce, including Treasury. However, despite these challenges, the 2022 FEVS does include a number of highlights:

  • 58 out of 88 core survey items were identified as strengths (65% positive or higher.)
  • As in 2021, there were no survey items identified as challenges in 2021. (35% negative or higher).
    • Note: Treasury did have a percent positive score of 30% on Question 12. This question, ‘Continually changing work priorities make it hard for me to produce high quality work.’  This question was negatively worded, so percent positive scores include "Strongly Disagree" (44%) or "Disagree" (26%) responses and percent negative scores include "Strongly Agree" or "Agree" responses. Whilst employees were clear that this is an area that needs to be addressed Treasury’s positive score still exceeded OPM’s 35% threshold. OPM has flagged this item for review for 2023.
  • 6 survey items increased, and 32 survey questions decreased from 2021, six of which decreased by more than 3%.
  • A 2% decrease in Global Satisfaction (65%), similar to the decreases experienced by both Government-wide (62%) and Very Large Agencies (61%)
  • No change in the Performance Confidence Index (87%), compared with Government-wide (84%, up 1%) and Very Large Agencies (83%, down 1%)
  • Treasury’s Employee Engagement Index (74%) remained unchanged, as did the results for both Government-wide (71%) and Very Large Agencies (70%)
  • A 2% decrease in the Leaders Lead subindex (64%), as compared to the 1% drop in Government wide results (59%) and the unchanged Very Large Agencies result (59%)
  • A 1% decrease in the Intrinsic Work Experience subindex (74%), as compared to the unchanged Government wide results (73%) and the 1% drop seen in overall Very Large Agencies results (72%)
  • Treasury’s Supervisors subindex (83%) increased by 1%, compared to the unchanged results for both Government-wide (80%) and Very Large Agencies (79%)

Treasury employees continue to remain committed to their mission, are willing to be held accountable for their work, and are proud of their contribution to the agency’s mission as evidenced by the five items with the highest positive scores shown below:

  • 92% Positive- I am held accountable for the work I produce (Q11). This was a new question for 2022.
  • 90% Positive- It is important to me that my work contribute to the common good. (Q89) This was a new question for 2022
  • 90% Positive – Employees in my work unit meet the needs of our customers (Q19). There was a 1% decrease from 2021.
  • 90% Positive – My supervisor holds me accountable for achieving results. (Q51) This was a new question for 2022
  • 89% Positive – Employees in my work unit contribute positively to my agency’s performance. (Q20) This was unchanged from 2021.

2. HOW THE SURVEY WAS CONDUCTED:

The 2022 FEVS was administered within Treasury between May 31, 2022, and July 15, 2022, via email by the Office of Personnel Management. Permanent, full time Treasury employees were surveyed.  As in previous years, political appointees were ineligible to take the survey.

3. SURVEY ITEMS AND RESPONSE CHOICES

All survey items and response choices required by 5 CFR 250.302 were included in the 2022 Survey and are included in the 2022 Treasury Survey Results.

4. NUMBER OF EMPLOYEES SURVEYED, NUMBER RESPONDED, AND REPRESENTATIVENESS OF RESPONDENTS:

In 2022, 84,409 Department of the Treasury employees were surveyed and 35,764 took the FEVS. This was a response rate of 42%which isan improvement of 4% from the 2021 FEVS.
