DATE:  September 20, 2022

SUBJECT: Formal Appointment of Treasury Officials

  1. PURPOSE.  To provide for the documentation of the appointment of certain officials of the Department.
  2. The following Treasury officials shall be formally appointed by the Secretary:
    1. The Chief of Staff;
    2. The Fiscal Assistant Secretary;
    3. The Executive Secretary;
    4. The Principal Deputy General Counsel;
    5. All Deputy Assistant Secretaries and equivalent Departmental Offices officials;
    6. All Bureau Heads and Deputy Bureau Heads (other than those appointed by the President);
    7. The Director and Deputy Director of the Office of Foreign Assets Control;
    8. The Director and Deputy Director of the Community Development Financial Institution Fund;
    9. The Director and Deputy Director of the Office of D.C. Pensions; and
    10. To the extent not otherwise covered by the Order, all officers appointed to positions designated in Executive Order 13735 or any successor Executive Order establishing an order of succession for the Department of the Treasury (other than those appointed by the President).
  3. Formal appointment by the Secretary shall be made in writing and shall occur immediately before the appointment is completed through applicable personnel management procedures.
  4. Formal appointment under this Order shall be further documented through issuance of a commission signed by the Secretary. As appropriate, the Secretary may formally appoint officials in addition to those listed in this Order and may issue commissions to such officials.
  5. With regard to the officials specified in paragraph 2, removals, reassignments, and details shall also be approved in writing by the Secretary.
