SUBJECT: Delegation of Authority to Designate Certifying Officers
By virtue of the authority vested in me by 31 U.S.C. § 321, there are delegated to the head of each bureau, to be exercised with respect to his bureau, the functions of the Secretary of the Treasury of:
1. Authorizing officers and employees to certify vouchers to disbursing officers and fixing the penal sums of their bonds under sections 1 and 2 of the Act of December 29, 1941, as amended (31 U.S.C. §§ 3325 and 3528); and
2. Making certifications and giving notices under regulations of the Treasury Department governing the documentation required for certifying vouchers to the Bureau of the Fiscal Service.
The Head of each bureau may make provision for the performance by subordinates of any of these functions.
