SUBJECT:  Delegation of Authority Concerning Privacy and Civil Liberties

  1. DELEGATION.  By virtue of the authority vested in me as Secretary of the Treasury, including the authority vested by 31 U.S.C. Section 321(b), I hereby designate the Assistant Secretary for Management to be the (1) Chief Privacy and Civil Liberties Officer, (2) the Senior Agency Official for Privacy, and (3) the Information Sharing Environment Privacy Official for the Department of the Treasury.  The Assistant Secretary shall have full authority to act for me on all matters concerning privacy and civil liberties, including, but not limited to, those associated with the Privacy Act of 1974, as amended, the Consolidated Appropriations Act of 2005, and the Implementing Recommendations of the 9/11 Commission Act of 2007.  The Assistant Secretary for Management shall report directly to the Secretary to the extent required by statute or policy.
  2. RESERVED AUTHORITY.  The authority to designate the (1) Chief Privacy and Civil Liberties Officer, (2) the Senior Agency Official for Privacy, and (3) the Information Sharing Environment Privacy Official for the Department of the Treasury is reserved to the Secretary or the Deputy Secretary. 
  3. IMPLEMENTATION
    1. (a) Responsibilities for assisting the Assistant Secretary for Management in implementing this Order may be delegated to other Treasury officials as needed.
    2. (b) The Assistant Secretary for Management shall coordinate with the Department’s inspectors general to avoid duplication of effort in the implementation of this order.
  4. CANCELLATION.  Treasury Order 102-25, “Delegation of Authority Concerning Privacy and Civil Liberties,” dated April 20, 2008, is superseded.
  5. OFFICES OF PRIMARY INTEREST.  Office of the Assistant Secretary for Management. Office of the Deputy Assistant Secretary for Privacy, Transparency, and Records.
