SUBJECT:  Delegation of Authority Regarding the Issuance of Substitute Checks

  1. PURPOSE. This Order establishes the delegation of authorities to the Fiscal Assistant Secretary under 31 U.S.C. 3331, relating to the issuance of substitutes for government checks.
  2. SCOPE.  This Order applies to the Office of the Fiscal Assistant Secretary.
  3. DELEGATION.  By virtue of the authority vested in the Secretary of the Treasury by 31 U.S.C. 321(b)(2), it is hereby delegated to the Fiscal Assistant Secretary the authority to perform any function of the Secretary under 31 U.S.C. 3331, relating to the issuance of substitutes for government checks that are lost, stolen, destroyed in part, or so defaced that their value to the owner or holder is impaired.
  4. REDELEGATION.  The authority delegated to the Fiscal Assistant Secretary herein may be redelegated.
  5. AUTHORITIES.

  6. CANCELLATION.  Treasury Order 106-07, “Delegation of Authority to the Fiscal Assistant Secretary,” dated December 18, 1957, is superseded.
