SUBJECT: Delegation of Authority to Designate Additional Databases to the Do Not Pay Working System

1. PURPOSE.  This Order redelegates to the Fiscal Assistant Secretary the authorities and responsibilities concerning the designation of additional databases to the Do Not Pay Working System delegated to the Secretary by the Office of Management and Budget.
2. SCOPE.  The provisions of this Order shall not be construed to interfere with or impede the authorities or independence of the Offices of Inspector General.
3. DELEGATION.  Pursuant to the authorities vested in the Secretary of the Treasury, including the authority vested by 31 U.S.C. § 321(b), I hereby delegate to the Fiscal Assistant Secretary all authorities and responsibilities for designating additional databases to the Do Not Pay Working System, referred to as the “Do Not Pay Initiative” at 31 U.S.C. § 3354(b), for purposes of assisting in preventing improper payments. This authority shall be exercised only in accordance with the conditions specified in the OMB delegation.
4. REDELEGATION.  The authority delegated to the Fiscal Assistant Secretary by this Order may be redelegated in writing to an appropriate subordinate official.
