TREASURY ORDER 135-01

DATE:  June 26, 2019

SUBJECT:  Delegation of Authority and Responsibility for Destruction of Security Items

  1. PURPOSE.  This Order establishes the delegation of authorities relating to the destruction of United States security items.
  2. SCOPE.  This Order applies to all bureaus, offices, and organizations in the Department of the Treasury, including the offices of inspectors general within the Department.  The provisions of this directive shall not be construed to interfere with or impede the authorities or independence of the Department’s Inspector General, the Treasury Inspector General for Tax Administration, or the Special Inspector General for the Troubled Asset Relief Program.
  3. DELEGATION.  By virtue of the authority vested in me as Secretary of the Treasury, I hereby delegate authority for the destruction of United States security items as follows:
    1. The Director, Bureau of Engraving and Printing shall be responsible for the redemption and destruction of mutilated currency, and the destruction of waste and spoiled items produced in printing currency, securities, worn out or obsolete plates, dies, bedpieces, and similar items and materials; and
    2. The Fiscal Assistant Secretary shall be responsible for the destruction of retired and unissued securities.
  4. CANCELLATION.  Treasury Order 135-01, "Delegation of Authority and Responsibility for Destruction of Security Items," dated February 16, 2000, is superseded.
  5. AUTHORITIES.  31 U.S.C. 321(b), 3112, 5119, and 5120.
  6. OFFICE OF PRIMARY INTEREST.  Bureau of Engraving and Printing.
