Treasury's Repayment Instructions for HAF and ERA Recipients
Before you return HAF and ERA award funds to Treasury, please ensure that your program is at the stage of closeout before you return the funds to Treasury. Award funds returned prematurely will result in a delay of your award being closed out.
Attention
Failure to follow the instructions below may result in delays to Treasury posting the amount of award funds returned to Treasury, which may lead to further debt collection actions.

Have you received the Outstanding Award Balance Notice?
Ensure you have received from Treasury an email notice with your outstanding award balance:
- Notice for HAF Participants has the following subject line:
"ACTION REQUIRED: Outstanding Homeowner Assistance Fund (HAF) Award Balance Due to Treasury Notification (U.S. Department of the Treasury, HAF program)." - Notice for ERA2 grantees has the following subject line:
"ACTION REQUIRED: Outstanding Emergency Rental Assistance 2 (ERA2) Award Balance Due to Treasury Notification (U.S. Department of the Treasury, ERA2 program)." - Notice for ERA1 grantees has the following subject line:
"U.S. Department of the Treasury (Treasury) Emergency Rental Assistance (ERA1) Program - Notification of Outstanding ERA1 Award Balance Due to Treasury and Further Collections Actions That Require Your Attention."
- Notice for HAF Participants has the following subject line:
Have you verified the amount of the outstanding award balance in your records against the amount of the outstanding award balance in Treasury's Notice?
Before returning funds to Treasury, please check to make sure that the amount of your outstanding award balance in your records match the amount listed in the Outstanding Award Balance Notice.
- If your records indicate that you have more funds to return to Treasury than indicated in the Outstanding Award Balance Notice:

- For ERA awards, please send an email to us at EmergencyRentalAssistance@Treasury.gov.

How would you like to return the award funds to Treasury?
You may return HAF or ERA award funds to Treasury either by Pay.gov (preferred), ACH Credit, or FedWire. See instructions by payment type below.
Have you properly labeled the award funds for return to Treasury with the appropriate Program Name and the FAIN related to your award?
Where feasible, include in the payment references whether it relates to the [HAF or ERA] program and [HAF or ERA] Award FAIN #. Your award FAIN can be found:
- In the Treasury portal: Navigate to the State, Local, and Tribal Support page. Go to the Closeout Reports section and click View. The FAIN will be listed on the right-hand side of the webpage. The FAIN can also be found in the Compliance Reports sections. Navigate to the HAF or ERA Compliance reports and click on the View button of a report to see the FAIN on the right-hand side.
- Search USASpending.gov: Click on Search Award Data and enter your government’s name or UEI in the Recipient filter. Narrow the results by entering the program name in Assistance Listing (CDFA Program) filter. For HAF, the full program name is 21.026 Homeowner Assistance Fund. For both ERA2 and ERA1, the full program name is 21.023 Emergency Rental Assistance Program. The ERA2 FAIN starts with ERAE. The ERA1 FAIN starts with ERA.
Do you have a plan for returning any additional funds that need to be returned to Treasury following the notification of completion?
Following the return of award funds to Treasury and Treasury providing a Notification of Completion to the recipient—indicating the award has been closed out— if you recover any additional award funds after receipt of Treasury’s Notification of Completion Notice that need to be returned to Treasury, please notify the applicable Treasury Team of the amount to be returned and the reason for the return:
- For HAF awards, please send an email to us at HAF@Treasury.gov.
- For ERA awards, please send an email to us at EmergencyRentalAssistance@Treasury.gov.

- Make sure there is no debit block on your account. The company ID for HAF awards is 2001000112.

Automated Clearing House (ACH) Payment Instructions
ACH Payments —Treasury can accept ACH payments for the return of HAF or ERA award funds to Treasury.
Please provide the following instructions to your financial institution for the remittance of award funds by ACH payments to the U.S. Department of the Treasury.
