Notifications required under 31 CFR part 850 must be filed through the Outbound Notification System (ONS).
Getting Started
To use the ONS portal, users must first create an ID.me account. ID.me, a contractor of the Department of the Treasury, is an online identity network that provides secure identity verification services and enables users to prove their legal identity and attributes of their identity.
To register for an ID.me account:
- Go to the ONS portal and click ‘Sign In’; this will lead to the ID.me login page.
- On the ID.me login page, click the ‘sign up for an account’ link and follow the steps to register for an account.

Once an ID.me account has been created, return to the ONS portal and click ‘Sign In’. Then, click ‘ID.me’ on the Treasury Enterprise Federation Service page. Finally, click ‘Sign In’ on the ID.me login page with the email address and password that you used to register for ID.me.

Notifications must also include certifications that comply with 31 C.F.R. § 800.203. Please use this Template for Certification. These templates are also available on the ONS portal.
