CFIUS Case Management System

The CFIUS Case Management System (“CMS”) is a secure Web portal hosted by the Department of the Treasury through which parties and counsel/representatives are required to submit declarations and file notices pursuant to 31 C.F.R. part 800 and 31 C.F.R. part 802, and any other transaction-related information, to CFIUS. Please note that parties may not simply defer all responses to attachments when submitting a declaration or filing a notice through the CMS. Treasury may reject a declaration and request the refiling of a notice that only reference attachments.

Beginning June 1, 2020, the CMS portal must be used to file any draft or formal written notice or submit any declaration pursuant to 31 C.F.R. parts 800 or 802.

GETTING STARTED

Register for an ID.me Account
To use the CMS portal, users must first create an ID.me account. ID.me, a contractor of the Department of the Treasury, is an online identity network that provides secure identity verification services and enables users to prove their legal identity and attributes of their identity. To register for an ID.me account:

  • Go to the CMS portal and click ‘Sign In’; this will lead to the ID.me login page.
  • On the ID.me login page, click the ‘sign up for an account’ link and follow the steps to register for an account.

Sign into the CMS Portal

Once an ID.me account has been created, return to the CMS portal and click ‘Sign In’. Then, click ‘ID.me’ on the Treasury Enterprise Federation Service page. Finally, click ‘Sign In’ on the ID.me login page with the email address and password that you used to register for ID.me.
