SSBCI Technical Assistance (TA) Program Overview
The Alabama Small Business Development Center (SBDC) Network at the University of Alabama will provide business and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and/or federal programs.
Technical assistance services will be provided by SBDC staff and through subject matter experts. Services will focus on accounting and financial advisory services offered through group training and one-on-one advising sessions.

SSBCI Technical Assistance (TA) Program Overview
Alaska has selected the Alaska Small Business Development Center (SBDC) to deliver legal, accounting, and financial advisory services to very small and underserved businesses. The SBDC offers a diverse technical assistance toolkit including such services as:
- one-on-one counseling services
- lender matchmaking
- educational workshops
- legal and accounting services and
- peer-to-peer mentorship networks.
The SBDC is also administering the SSBCI capital program so the technical assistance services will be a complementary program, with Business and Funding Specialists working alongside SBDC advising services. This arrangement creates a robust support system that fosters the success of the underserved business segments within the small business landscape.

SSBCI Technical Assistance (TA) Program Overview
American Samoa will administer technical assistance through the American Samoa Government Department of Commerce‘s partnership with the American Samoa Small Business Development Center (AS-SBDC). The AS-SBDC will provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from territory and/or federal small business programs including its SSBCI capital programs. All businesses in American Samoa are eligible for the SSBCI technical assistance services and will be targeted as part of the program’s outreach strategy once it is launched in mid-2024.
The AS-SBDC will offer counseling and skills training in such areas as:
- businesses formation
- management
- operations and
- networking
The AS-SBDC will also utilize local technical assistance providers of certain accounting and legal services while also engaging SBC Advising (a national firm that serves the SBDC network) to fill any service gaps.

SSBCI Technical Assistance (TA) Program Overview
The Arizona Commerce Authority (ACA) has selected four organizations to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and/or federal small business programs, including connecting companies directly with its SSBCI-supported debt and equity capital programs:
- Prestamos Community Financial Institution provides general financial advisory services and helps businesses develop banking relationships and improve their credit knowledge.
- Walker and Armstrong assists businesses with audits, financial statements, and services regarding general accounting practices.
- Boreale Law PLC focuses on working with businesses on registrations, licenses, and general business formation documentation.
- Osborn and Maledon assists businesses with term sheet review, contracts, and legal services related to obtaining capital from investors.
These technical assistance providers utilize several methods including:
- educational experiences (in-person and online workshops)
- peer groups (small groups of participants who support each other often without a facilitator or mentor)
- group mentoring (peer groups that meet regularly with a provider and follow a specific agenda) and
- one-on-one support (for businesses that want to submit an application for funding)
In addition to these contractors, the ACA provides technical assistance services in partnership with local business leaders and subject matter experts who provide real-time support and available resources through virtual webinars and hands-on workshops.

SSBCI Technical Assistance (TA) Program Overview
Arkansas has selected the Arkansas Small Business and Technology Development Center (ASBTDC) to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and federal programs. Contractors may be used at times to augment internal capacity. The technical assistance is provided through one-on-one training, cohort, classroom, small group, and virtual events to prepare borrowers for the loan application process.
ASBTDC’s technical assistance services include:
- Assisting with applications for government small business programs
- Preparing financial analyses
- Identifying sources of credit, capital, grants, and other financing
- Advising on factors that may impede access to financing for the business
- Advising on financial management and
- Developing presentations, financial models, and business plans for potential investors.

SSBCI Technical Assistance (TA) Program Overview
The California Office of the Small Business Advocate (CalOSBA) oversees a network of 29 technical assistance providers that will provide legal, accounting, and financial advisory services and increase the capacity of very small and underserved businesses to obtain capital from providers of SSBCI-supported capital.
The providers will offer one-on-one and classroom-style training to help businesses:
- Build legal, accounting, and financial management skills.
- Increase awareness of capital support programs.
- Navigate the financing process.
The technical assistance program will be known as SCALE (Success, Capital Access, and Leadership for Entrepreneurs). SCALE utilizes a technology platform and community-focused outreach partners to connect very small and underserved businesses to technical assistance providers.

SSBCI Technical Assistance (TA) Program Overview
The Colorado Office of Economic Development and International Trade (OEDIT) and the Colorado Economic Development Commission have selected the Colorado Small Business Development Network (SBDC) to provide technical assistance services to very small and underserved businesses. The SBDCs will provide the technical assistance both directly through its statewide network and through contracted consultants.
The legal, accounting, and financial advisory services will be delivered through one-on-one consulting and online training, and will be focused in four technical assistance areas:
- Business foundations
- Accounting assistance
- Financial advisory assistance and
- Legal assistance.
The technical assistance will support outreach initiatives and the creation of a pipeline of very small and underserved businesses that would like to apply for financial support from state and/or federal small business programs, including connecting companies directly with its SSBCI-supported debt and equity capital programs.

SSBCI Technical Assistance (TA) Program Overview
The Connecticut Department of Economic and Community Development (DECD) has partnered with Connecticut Innovations, Inc. (CII) to administer Connecticut’s SSBCI technical assistance program which assists small businesses with legal, accounting, and financial advisory services. This assistance will connect eligible companies with state and federal financial assistance programs including the state’s SSBCI venture capital programs: Connecticut Innovations Equity Fund and Connecticut Venture Debt Fund. CII is also in the initial stages of coordinating with DECD to procure additional technical assistance providers.

SSBCI Technical Assistance (TA) Program Overview
The Delaware Division of Small Business (DSB) has selected the Delaware Small Business Development Center, (DSBDC), hosted by the University of Delaware’s Office of Economic Innovation and Partnerships, to provide SSBCI technical assistance services. DSBDC will provide legal, accounting, and financial advisory services to help very small and underserved businesses apply for funding from state and federal financing programs, including SSBCI-supported capital programs.
The DSBDC is an accredited statewide network that has specialized staff and expertise across all three Delaware counties. Technical assistance will be provided through one-on-one counseling and training events in the following areas:
- SSBCI and other capital program preparation and access
- legal and entity formation questions
- accounting and accounting software and
- financial preparation and education.
DSBDC will collaborate with DSB and community partners to improve access to the technical assistance and help very small and underserved businesses access needed capital.

SSBCI Technical Assistance (TA) Program Overview
The District of Columbia’s Department of Small and Local Business Development (DSLBD) provides technical assistance services through the District Capitalized Hub, DSLBD’s customer‐centric, inclusive coordinating assistance program. Hub services support the creation, operation, and growth of District businesses, resident entrepreneurs, and the partners who help them via products, guidance, and ecosystem support.
Under the SSBCI technical assistance program, the Hub provides legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from local and federal programs. Businesses will receive customized action plans and receive services through group training and individual consultations.

SSBCI Technical Assistance (TA) Program Overview
The Georgia Department of Community Affairs (DCA) has contracted with the University of Georgia Research Foundation, Inc. (UGARF) to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and federal programs.
Two UGARF departments provide technical assistance services:
- The University of Georgia’s Small Business Development Center (UGA SBDC) has 19 offices to serve Georgia’s business community throughout the state. The UGA SBDC provides technical assistance through one-on-one, small group, cohort, and classroom style formats. The program focuses on supporting businesses facing challenges in securing capital with an emphasis on working with state and federal lending programs including Georgia’s SSBCI-supported lending programs.
- The University of Georgia’s Family and Consumer Sciences (FACS) Department conducts classes on credit building and credit repair either online or in person. These classes help individual business owners lay the fundamental groundwork needed as they prepare to apply for loans. The UGA SBDC link can be used to access FACS services.

SSBCI Technical Assistance (TA) Program Overview
The Guam Economic Development Authority (GEDA) plans to partner with industry experts to provide legal, accounting, and financial advisory services to very small and underserved businesses. Providers include the University of Guam, Guam Community College, the Small Business Development Center, and business community and financial institutions. Providers will assist with business formation, preparing financial records, and assisting with the establishment of banking relationships.

SSBCI Technical Assistance (TA) Program Overview
The Hawaii Department of Business, Economic Development and Tourism, through the Hawaii Technology Development Corporation (HTDC) and the Hawaii Green Infrastructure Authority (HGIA), utilizes two subrecipients to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and federal programs:
- The City and County of Honolulu’s Office of Economic Revitalization (OER) focuses on providing technical assistance to very small and underserved small businesses in the city and county of Honolulu on the island of Oʻahu.
- The Small Business Development Center hosted by the University of Hawaii (SBDC) offers a variety of business services, including business planning, capital funding, and growth strategies to assist very small and underserved businesses. The services will be provided to businesses in other Hawaiian counties outside Honolulu with an emphasis on the counties located on Kaua’i, Maui and Hawai’i Islands.
The two subrecipients may utilize contractors if the necessary capacity or expertise is not available. In addition, HTDC will utilize an additional contractor to provide technical assistance services to eligible businesses operating in manufacturing, innovation and technology. The technical assistance providers offer in-person workshops, individual sessions, and translation services to address Hawaii’s wide range of cultures and languages.

SSBCI Technical Assistance (TA) Program Overview
The Idaho Small Business Development Center (Idaho SBDC) at Boise State University provides legal, accounting, and financial advisory services to companies preparing to apply for financial assistance from state and/or federal small business programs, including SSBCI capital programs.
The Idaho SBDC provides technical assistance services through a new full-time position focused on SSBCI technical assistance services and an online educational platform designed to educate very small and underserved businesses on Idaho’s SSBCI capital programs. The Idaho SBDC will also partner with legal and accounting service providers to offer targeted assistance to eligible businesses.

SSBCI Technical Assistance (TA) Program Overview
The Illinois Department of Commerce and Economic Opportunity (DCEO) will partner with providers to deliver legal, accounting, and financial advisory services to very small and underserved businesses throughout Illinois seeking SSBCI-supported loans or venture capital investment. The technical assistance will be offered through two approaches:
- Six credit-focused partners will provide technical assistance to qualified businesses that are seeking SSBCI-supported loans through DCEO’s Advantage Illinois (AI) or the Illinois Finance Authority’s Climate Bank Finance.
- One venture capital-focused partner will prioritize the delivery of technical assistance to eligible businesses that are seeking SSBCI venture capital investment through the Illinois Innovation Venture Program (INVENT).
Once the partners are selected, DCEO expects the technical assistance to be provided to very small and underserved businesses through small groups or a one-on-one delivery model.

SSBCI Technical Assistance (TA) Program Overview
The Indiana Economic Development Corporation (IEDC) will provide accounting and financial advisory services to very small and underserved businesses preparing to apply for financial assistance from state and/or federal programs, including IEDC’s SSBCI loan programs. IEDC and any selected partners will offer advising, trainings, workshops, referrals, and other resources to help Indiana businesses access capital.
The IEDC technical assistance program will focus specifically on services to very small and underserved businesses through the following delivery models:
- One-on-one advising on accounting, financial advisory, and bookkeeping subjects. Partners will focus on offering back-office support to small business owners applying for capital.
- Group training and cohort-based learning opportunities targeted on bookkeeping and financial topics. There will be training opportunities virtually and in-person throughout the state.

SSBCI Technical Assistance (TA) Program Overview
America’s Small Business Development Center Iowa (SBDC) is the state’s SSBCI technical assistance provider. The SBDC provides legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and/or federal small business programs including the state’s SSBCI-supported loan participation and venture capital programs. The SBDC is hosted by Iowa State University and has centers located across the state that refer SSBCI clients to the host SBDC for training events and one-on-one counseling. Contractors may be used for financial advisory technical assistance.

The Kansas Department of Commerce (DOC) has selected NetWork Kansas as a subrecipient to implement the SSBCI technical assistance program and provide legal, accounting, and financial advisory services to very small and underserved businesses. Network Kansas has a 17-year history of fostering an entrepreneurial environment across the state, with a focus on rural and urban-distressed areas.
The technical assistance services provided by Network Kansas are targeted to entrepreneurs and businesses preparing to apply for financial support from state and/or federal small business programs, including SSBCI capital programs. In addition to Network Kansas, other providers throughout the state will be selected to provide SSBCI technical assistance services.

SSBCI Technical Assistance (TA) Program Overview
Louisiana Economic Development (LED) will offer technical assistance to very small and underserved businesses preparing to apply for support from state and/or federal small business programs including Louisiana’s SSBCI collateral support, micro-lending, and loan guaranty programs. Services will be provided by LED and small business support organizations who will serve as contractors for the program. The contracted providers will be formally announced in 2024.
The technical assistance will be provided through small groups, classroom settings and one-on-one counseling. Along with the technical assistance, LED will continue to compile a catalog of resources, programs, and events to create a searchable repository of the small business ecosystem. LED expects the technical assistance and resources to improve loan application success and improve the sustainability and growth of very small and underserved small businesses.

SSBCI Technical Assistance (TA) Program Overview
Maine will work with the Maine Small Business Development Centers (Maine SBDC), hosted at the University of Southern Maine, to provide technical assistance services to eligible entrepreneurs and small businesses preparing to apply for financial support from state and/or federal small business programs, including SSBCI-supported loan and equity capital programs.
Maine SBDC has business advisors in communities across the state and will provide individualized business advising and group training to very small and underserved businesses and entrepreneurs. No-cost, confidential one-on-one business advising will help to build business owners’ confidence as they operate their businesses and navigate access to capital. Business advisors will work with each entrepreneur to provide the unique assistance they need for them to achieve their goals.

SSBCI Technical Assistance (TA) Program Overview
The Maryland Business Opportunity Center (MBOC) will provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state or federal small business programs, including SSBCI-supported capital programs. The MBOC, which is managed by the Maryland Small Business Development Center, provides the following services through the SSBCI technical assistance program:
- Financial Advisory Consulting
- Financial Webinars and Workshops
- Loan Packaging Assistance
- Accounting and Bookkeeping Assistance
- Business Plan Assistance and
- Networking Opportunities.
The MBOC will select up to six additional technical assistance providers for specified legal, accounting, and financial advisory service areas. Providers will be announced by the summer of 2024.

The Michigan Economic Development Corporation (MEDC) will partner with nine organizations to provide legal, accounting, and financial advisory services to very small and underserved businesses across the state. SSBCI Technical Assistance (TA) Program Overview
The Minnesota Small Business Development Center (SBDC) network in collaboration with the Minnesota Department of Employment and Economic Development will select technical assistance providers to deliver legal and accounting advisory services to very small and underserved businesses.
The technical assistance is designed to help assist eligible businesses apply for funding from state and federal financing programs, including SSBCI-supported capital programs. Providers will be chosen through a request for proposals (RFP) process in the second half of 2024.

The University of Mississippi Small Business Development Center (Mississippi SBDC) provides legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and/or federal small business programs including SSBCI-supported capital programs.
The Mississippi SBDC network has locations throughout the state offering comprehensive coverage and accessibility through both in-person and virtual support. A range of services are available including legal and accounting assistance, training in financial management, and guidance in loan application processes. The Mississippi SBDC will announce additional technical assistance service providers in early 2024.

SSBCI Technical Assistance (TA) Program Overview
The Nebraska Department of Economic Development has selected three subrecipients to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and federal programs:
- The Nebraska Enterprise Fund is a CDFI that provides small business lending and support services to underserved businesses across the state of Nebraska.
- Omaha 100 provides technical assistance services to very small and underserved businesses in its geographical reach to prepare them for SSBCI funding or traditional funding.
- Invest Nebraska has contracted with the Nebraska Startup Academy to provide guidance and mentorship to founders, investors, and the community by educating, hosting events, and leveraging affiliate relationships.
Services are delivered through one-on-one coaching and classroom-style sessions. Providers are focused on helping businesses create development growth plans and build relationships with lenders and other funders.

SSBCI Technical Assistance (TA) Program Overview
The Nevada Governor’s Office of Economic Development has selected the Nevada Small Business Development Center (NSBDC) to provide legal, accounting, and financial advisory services to very small and underserved businesses. NSBDC technical assistance services help businesses improve their business plans as well as their ability to apply for financial assistance, especially to Nevada’s SSBCI Loan Participation Venture Capital programs.
NSBDC has also partnered with five providers to offer technical assistance to very small and underserved businesses:
- The University of Nevada, Las Vegas, located at UNLV’s Office of Economic Development in the Black Fire Research and Technology Park, offers experts, makerspace, and other resources to support scalable start-ups. Some technical assistance services can be offered in languages other than English.
- Rural Nevada Development Corporation provides technical assistance and financing to businesses in Nevada’s 15 rural counties, the rural portions of Clark and Washoe Counties, and the 27 Tribes of Nevada.
- StartupNV offers technical assistance services to startups throughout the state. StartupNV facilitates the development and scaling of ideas from minimum viable products to revenue-generating businesses through mentors, bootcamps, and incubators.
- NV Business Opportunity Fund (NBOF) enhances the economic self-sufficiency and quality of life for low to moderate income individuals through entrepreneurial training, technical assistance, and access to lending capital for new and expanding businesses. NBOF’s technical assistance is specifically targeted to low-income women and minorities.
- Access Capital offers technical assistance services provided by professionals who utilize their educational and business experience to provide practical, relevant advice. The counselors include CPAs, SBDC Specialists, Chambers of Commerce members, university faculty, marketing executives, and other business owners.

The New Hampshire Department of Business and Economic Affairs has selected the New Hampshire Small Business Development Center (NHSBDC) as a subrecipient to manage legal, accounting, and financial advisory services to very small and underserved businesses. NHSBDC will provide initial SSBCI technical assistance services and will partner with small business experts who will provide specialized in-depth technical assistance to qualified businesses.

SSBCI Technical Assistance (TA) Program Overview
The New Mexico Economic Development Department (EDD) has selected three technical assistance partners to provide legal, accounting, and financial advisory services to very small and underserved businesses:
- WESST offers financial advisory services by providing consulting, training, incubation and lending to help underserved individuals strengthen and grow their businesses.
- HatchForm LLC provides legal advisory services by offering entrepreneur support programs and working with business incubators, startup accelerators, and venture studios.
- UNM Anderson (University of New Mexico - Anderson School of Management) offers legal, accounting, and financial advisory services by consulting with start-ups and expanding businesses interested in accessing venture capital investment.
These partners provide services via monthly training/workshops and some businesses may access one-on-one assistance. EDD also offers a business resource map to connect very small and underserved businesses with a variety of small business resources. A fourth service provider for accounting services has yet to be announced.

SSBCI Technical Assistance (TA) Program Overview
The New Jersey Department of Treasury (NJDOT) has contracted with the New Jersey Small Business Development Centers (NJSBDC) to provide technical assistance to very small and underserved businesses. The NJSBDC’s services are focused on assisting business clients access capital available through New Jersey’s SSBCI business finance programs.
The NJSBDC technical assistance rests on three pillars of service:
- Legal Services including the formation, registration, licensing, certifications, and contracts associated with business start-up and growth, and developing legally-sound operational policies and procedures.
- Accounting Services such as developing financial statements in accordance with the Generally Accepted Accounting Procedures (GAAP), and ensuring records are digitized in a cyber-safe network.
- Financial Advisory Services such as connecting clients with banking institutions, advising clients on how to navigate banking relationships, providing financial management training opportunities, and creating professional presentations to potential investors.
The teams will deliver these technical assistance services to very small and underserved businesses through one-on-one consulting and in larger group settings through webinars and workshops.

SSBCI Technical Assistance (TA) Program Overview
New York’s Empire State Development (ESD) plans to issue a Request for Applications (RFA) in mid-2024 to identify subrecipients to provide legal, accounting, and financial advisory services to very small and underserved businesses applying for, preparing to apply for, or previously applied for SSBCI programs. ESD will coordinate with partners to raise awareness of the RFA.
ESD’s technical assistance programs will focus on helping new very small and underserved businesses:
- complete a business plan
- develop financial statements and projections
- conduct break even analysis
- learn how to develop a credit history and
- access capital to help start-up their business.

SSBCI Technical Assistance (TA) Program Overview
The North Carolina Department of Commerce has contracted with the North Carolina Rural Center (NC Rural Center) to administer the North Carolina SSBCI technical assistance program. The NC Rural Center has selected North Carolina’s Small Business and Technology Development Center (SBTDC) as its primary partner in delivering legal, accounting, and financial advisory services to very small and underserved businesses.
The NC Rural Center and SBTDC will offer outreach events and training, both one-on-one and in a group setting, to meet the needs of very small and underserved businesses and connect them with the necessary technical assistance services.

The North Dakota Department of Commerce has selected ILT Academy to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for support from state and/or federal small business programs, including connecting companies directly with its SSBCI-supported capital programs.
ILT Academy assists very small and underserved businesses with clarifying business concepts, creating feasible and viable financial business models, and providing financial advisory support throughout the program to maximize the chances of successful funding and growth. ILT Academy delivers technical assistance through intensive training, education, and one-on-one coaching while providing networking opportunities and direct introductions to very small and underserved businesses.

SSBCI Technical Assistance (TA) Program Overview
The Ohio Department of Development will provide technical assistance services through its Minority Business Development Division (MBDD). MBDD will provide access for very small and underserved businesses to seven regional assistance centers in Ohio for financial advisory, accounting, and legal services including:
- Management
- Strategic planning
- Contract/procurement bid packaging.
- Completing capital applications
The MBDD services will include connecting very small and underserved businesses with traditional and non-traditional financing sources, including the state’s SSBCI-funded capital programs.

SSBCI Technical Assistance (TA) Program Overview
The Oklahoma Center for the Advancement of Science and Technology (OCAST) has selected three subrecipients to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and federal programs:
- gener8tor is a venture capital firm and accelerator that brings together startup founders, investors, corporations, job seekers, universities, musicians, and artists. gener8tor believes that everyone deserves opportunities, regardless of race, place, or gender, which aligns with the SSBCI technical assistance program.
- Oklahoma Farm Bureau is a grassroots organization that offers a wraparound technical assistance approach to growing small businesses in the rural innovation ecosystem. Oklahoma Farm Bureau’s collaborative rural development initiative paired with national and state-level partners will enable Oklahoma-based innovators to create ideas, technologies, and products leading to economic opportunities in rural Oklahoma.
- OMFA targets founders who identify as Black, Indigenous, or Persons of Color (BIPOC) and are majority owners of businesses. The firms should have the ability to scale rapidly and be positioned to expand into existing supply chains or drive regional economic growth.
In addition to these three subrecipients, OCAST offers technical assistance with a focus on growing and diversifying the state’s economy through technology development, technology transfer, and technology commercialization. All four providers provide a mixture of courses, deep-dive sessions, and one-on-one mentoring and coaching.

SSBCI Technical Assistance (TA) Program Overview
The Oregon Business Development Department (Business Oregon) has selected three subrecipients to provide legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial support from state and federal programs:
- Business Impact NW is a nonprofit Community Development Financial Institution (CDFI) dedicated to serving underbanked entrepreneurs. They provide coaching, classes, and access to capital for community small businesses, with an emphasis on working with traditionally underserved populations.
- Northwest Native Chamber (NWNC) provides no-cost, wrap-around technical assistance services to businesses at nearly every stage of their business growth. NWNC serves all members of the community with an emphasis on culturally specific services that are designed by and for Tribal entrepreneurs.
- Oregon SBDC Capital Access Team provides entrepreneurs with expert advice on accessing capital. This expertise helps businesses foster economic growth and resilience at all stages and across industries. The Team’s Oregon Entrepreneurs Network helps entrepreneurs start up and scale up by connecting them to peers and mentors, startup funding opportunities, and hands-on training.
All the technical assistance providers offer one-on-one and small group technical assistance to eligible businesses that are applying for funding from Oregon’s SSBCI capital programs. If needed, the subrecipients may also partner with accountants, lawyers, or finance professionals for specialized technical assistance.

SSBCI Technical Assistance (TA) Program Overview
The Pennsylvania Department of Community and Economic Development has designated the Pennsylvania Small Business Development Center (PASBDC) as the lead provider of SSBCI technical assistance. The PASBDC will partner with seven industrial resource centers (IRCs), the Catalyst Connections Manufacturing Extension Partnership, and the Pennsylvania State University Business Law Clinic to provide legal, accounting, and financial advisory services for very small and underserved businesses.
The Pennsylvania SBDC's network of 15 centers serve every community in Pennsylvania and will promote the SSBCI financing and technical assistance services with qualified applicants being referred to a SSBCI technical assistance coordinator. Providers will offer services through one-on-one consulting, mentoring, coaching, and small group peer-to-peer learning cohorts.

SSBCI Technical Assistance (TA) Program Overview
The Economic Development Bank of Puerto Rico (EDB) will select one or more subrecipients to deliver legal, accounting, and financial advisory services to very small and underserved businesses by complementing the technical assistance capabilities of EDB. Subrecipients will be chosen in mid-2024 and are expected to improve access to credit support programs and offer services through group training sessions, one-on-one counseling, and online education.
EDB will work with subrecipients to help identify very small and underserved business beneficiaries and conduct outreach to local organizations such as the Puerto Rico Manufacturers Association and the Small Business Development Centers.

SSBCI Technical Assistance (TA) Program Overview
The Rhode Island Department of Administration has selected the Rhode Island Commerce Corporation (RI Commerce) as a subrecipient. As a quasi-public agency, RI Commerce is the official full-service economic development organization for the state of Rhode Island. The agency plans to seek partners to provide legal, accounting, and financial advisory services to very small and underserved businesses.
RI Commerce will identify providers through a competitive RFP process, following their standardized procurement guidelines aligned with federal and state regulations. The final selection is anticipated to be completed by the end of the second quarter of 2024. RI Commerce plans to provide the outreach to underserved and very small businesses with the expectation that the partner will help the businesses apply for SSBCI capital programs. Partners will also provide the technical assistance needed for businesses to compete for federal, state, local government, and commercial contracts.

SSBCI Technical Assistance (TA) Program Overview
The South Carolina Jobs - Economic Development Authority (SC - JEDA) has selected the South Carolina Small Business Development Center network (SC SBDC) as the subrecipient to manage and operate the SSBCI Technical Assistance Program. The SC SBDC has 20 locations that provide management training and consulting to existing businesses and prospective entrepreneurs in their respective geographic areas.
The SC SBDC is partnering with four premier state universities to provide the SSBCI technical assistance services: Clemson University, South Carolina State University, University of South Carolina, and Winthrop University. All four universities are strongly committed to providing outreach and services to the small business community, with special emphasis on very small and underserved businesses. The technical assistance will focus on businesses that plan to apply, or have previously applied, for financial support from a SSBCI capital program or from other federal or public small business financing programs.

SSBCI Technical Assistance (TA) Program Overview
The Tennessee Small Business Development Center (TSBDC), hosted by Middle Tennessee State University, provides legal, accounting, and financial advisory services to very small and underserved businesses preparing to apply for financial assistance from state and/or federal programs, including SSBCI capital programs.
The technical assistance program, known as AssistTN, will offer in-person training opportunities provided by TSBDC centers throughout the state. Services also include an extensive library of on-demand training videos on small business topics taught by subject matter experts from TSBDC and local partners. Legal, accounting, and financial advisory assistance partners may be used to augment TSBDC SSBCI technical assistance services.

The U.S. Virgin Islands Economic Development Authority (USVIEDA) promotes economic development of the U.S. Virgin Islands through its various units, including the Economic Development Bank (EDB). The EDB assists businesses accessing capital and will lead the effort to solicit technical assistance providers that will offer legal, accounting, and financial advisory services to very small and underserved businesses.
Technical assistance services that will be provided include:
- Assist with business formation or adoption of corporate governance documents.
- Prepare for audits.
- Facilitate financial statements and business records.
- Develop tools to improve access to financing for the business.

SSBCI Technical Assistance (TA) Program Overview
Vermont has selected the Vermont Small Business Development Center (VTSBDC) to implement the SSBCI technical assistance program to assist very small and underserved businesses seeking financial assistance from state and/or federal programs, including SSBCI capital programs. The following service providers will deliver the technical assistance:
- Vermont Law and Graduate School’s Vermont Small Business Law Center will offer legal services consultation and education.
- VTSBDC will provide financial advisory services, VTSBDC anticipates this will include clinic-style QuickBooks education for new users as well as those with QuickBooks experience. VTSBDC will also provide a connection to the provider(s) of accounting services.
All technical assistance will be provided through one-on-one advising, workshops, and classes.

SSBCI Technical Assistance (TA) Program Overview
The Virginia Small Business Financing Authority (VSBFA) has selected four subrecipients to deliver legal, accounting, and financial advisory services to very small and underserved business owners preparing for capital support from small business programs:
- George Mason University – Virginia SBDC Network is the state’s largest public research university with activity that extends beyond the classroom, connecting with government, industry, and global opportunities. The Virginia SBDC Network assists entrepreneurs through low-/no-cost training programs.
- 757 Accelerate, Inc. leads the 757 Collab which helps founders launch businesses, become profitable, and exit in an effort to grow and diversify the Hampton Roads regional economy. 757 Collab’s inclusive approach supports founders in the earliest stages of development from ideation to commercialization with programming, place, network, and access to capital.
- Community Investment Collaborative (CIC) contributes to economic development by fueling the success of under-resourced entrepreneurs by offering education, networking, mentoring, and financing opportunities.
- The Launch Place strives to foster an environment for new and serial entrepreneurs to raise capital and garner the support system needed to take their products and solutions into the marketplace. The Launch Place invests in services for entrepreneurs to be successful and offers consulting services in Southern Virginia.
Each subrecipient will leverage its infrastructure to provide technical assistance to very small and underserved businesses operating in the targeted industries within the Growth and Opportunity for Virginia (GO Virginia) regions for which they provide services. The technical assistance providers will offer:
- one-on-one mentoring
- workshops
- webinars
- job and resource fairs and
- community events.

The Washington Department of Commerce (COM) will contract with technical assistance providers to offer legal, accounting, and financial advisory services to support very small and underserved businesses. The technical assistance program will focus on providing supportive services that ensure businesses have access to the necessary resources and connections to financial capital they need to grow and create living wage jobs. Providers will be selected in 2024.
Eligible providers are expected to be knowledgeable about the suite of lending and investment products offered through the state’s SSBCI capital programs to provide appropriate referrals and recommendations to small businesses. COM will announce programs as they launch in the coming months.

The West Virginia Jobs Investment Trust (WVJIT) has partnered with Partner Community Capital, Inc. (PCAP) to provide legal, accounting, and financial advisory services to very small and underserved businesses to support SSBCI capital applications and other federal, state, or local small business programs.
PCAP is a Community Development Financial Institution (CDFI) and provides one-on-one consulting and educational programs that specialize in legal, accounting, and financial advisory services. Services include one-on-one counseling in business plan development, financial projections, and business start-up mechanics.

SSBCI Technical Assistance (TA) Program Overview
The Wisconsin Department of Administration has selected the Wisconsin Economic Development Corporation as a subrecipient; legal, accounting, and financial advisory services are provided through the University of Wisconsin System (UWSA). UWSA assists very small and underserved businesses preparing to apply for support from state and/or federal small business programs and connects companies directly with SSBCI-supported capital programs.
Two UWSA institutes are involved in this program:
- UWSA’s Institute for Business & Entrepreneurship (IBE) provides technical assistance to entrepreneurs, businesses, and economic development professionals across the state. IBE has established a dedicated SSBCI Technical Assistance Center to coordinate project activities. Technical assistance includes direct, one-on-one consulting either in person or virtual, on demand resources through the project’s website, and targeted training, both in person and virtually.
- University of Wisconsin Law & Entrepreneurship Clinic (LEC) is an experienced “law firm” housed within the University of Wisconsin-Madison Law School. LEC provides legal advice to underserved and very small businesses and provides training and outreach events designed to identify borrowers in need of one-on-one counseling and supportive referrals. The LEC has implemented a hybrid model of technical assistance, which includes increased capacity for the provision of direct legal services, and thoughtfully designed, professionally rendered on-demand resources.
