DC Pensions

Pursuant to the Balanced Budget Act of 1997, as amended, the Office of D.C. Pensions is responsible for carrying out the Secretary of the Treasury's responsibility to fund and administer the District of Columbia Judges' Retirement Plan and the federal portion of the District of Columbia Teachers’, and Police Officers and Firefighters’ Retirement Plan.

The mission of the Office of D.C. Pensions is to implement the Secretary's responsibilities under Title XI of the Balanced Budget Act of 1997, Public Law 105-33, as amended. The responsibilities are to make timely and accurate benefit payments associated with the District of Columbia retirement programs for police officers and firefighters, teachers and judges by managing investments, providing oversight and program management, and ensuring funding is available for future payments.

 

Benefits administration services are provided by the District of Columbia Retirement Board (DCRB) and the U.S. Department of the Treasury.

Federal Legislation:

Retirement Plans in the District of Columbia Code:

  • Judges' Retirement Plan:  D.C. Official Code §§ 11-1561 to 11-1572. 
  • Police Officers and Firefighters' Retirement Plan: D.C. Code §§ 4-601 to 4-634 (1981 Ed.), as in effect on June 29, 1997.  Legislation enacted by the D.C. Council after June 29, 1997, does not affect the payment of Federal Benefits unless companion legislation is also adopted by the U.S. Congress.  The current version of the Police Officers and Firefighters’ Retirement Plan (including amendments that do not affect Federal Benefits) is D.C. Code §§ 5-701 to 5-762 (2001 Ed.). 
  • Teachers' Retirement Plan:  D.C. Code §§ 31-1221 to 31-1271 (1981 Ed.), as in effect on June 29, 1997.  Legislation enacted by the D.C. Council after June 29, 1997, does not affect the payment of Federal Benefits unless companion legislation is also adopted by the U.S. Congress.  The current version of the Teachers’ Retirement Plan (including amendments that do not affect Federal Benefits) is D.C. Code §§ 38-2001.01 to 38-2061.02 (2001 Ed.).
